Why are some guides in French and some in English?

Because the audience is split. Most guides exist in both languages; where one is missing, it usually means the other version is being written.

Do the guides give medical advice?

No. They are educational. Withdrawal from alcohol or benzodiazepines can be dangerous and belongs with a doctor, and the guides on those topics say so at the top rather than in a footnote.
